Procurement & Delivery in Megaprojects, Project Programs and Project Portfolios

The fundamentals and scope of Procurement and Delivery in Construction Project Management are revisited and clarified, firstly for construction projects in general. The needs for different objectives, hence criteria and priorities, approaches and methodologies of Procurement and Delivery in Megaprojects are then probed, followed by insights into the further differentiation and prioritization needed in Procurement and Delivery in Project Programs and Project Portfolios. Project Portfolio Management involves developing, operating and sustaining portfolios of built assets, as by the Hong Kong Housing Authority or the MTRC. Findings from a previous research project in Hong Kong help to illustrate how best this can be done, as well as lessons learned. The ultimate goal is to provide sustainable built infrastructure assets that can help deliver targeted best value services over their whole life. Discussing the above leads to highlighting the imperatives: (1) to identify and engage with wider groups of stakeholders including representatives of end-users and operation & maintenance teams; and (2) to develop a longer term view of built infrastructure including their whole-life, resilience & sustainability.

Prof. Mohan M. Kumaraswamy
The University of Hong Kong

Ir Prof. Mohan M. Kumaraswamy was previously in industry in Sri Lanka and Nigeria, then in full-time academia for 21 years at the University of Hong Kong (HKU). He is now an Honorary Professor at HKU and at the University of Moratuwa, Sri Lanka. He has been Chairman of the HKIE Civil Division; also held office in other professional bodies; and is the Founding Director of the Centre for Innovation in Construction & Infrastructure Development, Hong Kong. He is active in academia-industry link bodies; and plays leading roles in international research bodies and editorial boards. e.g., as one of three Joint Co-ordinators of the CIB Working Commission W122 on Public Private Partnership; as a Specialty Editor of the ASCE Journal of Construction Engineering and Management; as Editor-in-Chief of the Journal of Built Environment Project and Asset Management (BEPAM); and as Editor-in-Chief of the Book Series on Domain-Specific Bodies of Knowledge in Project Management. He has led many research projects including some funded by the World Bank and published widely in international journals and conferences himself, while also an Adjudicator and Arbitrator.
