This lecture examines how big data and emerging digital technologies are reshaping urban regeneration and the redevelopment of urban villages in China. It first reviews recent national policies and initiatives on urban regeneration, with particular attention to the evolving policy framework and its implications for urban governance. It then explores integrated approaches to urban regeneration and how different stakeholders can coordinate spatial transformation and governance. The lecture further discusses the use of mobile phone signaling data and drone-based remote sensing to better understand the spatial relationship between housing and employment, improve the allocation of public services, and enhance the efficiency of spatial governance. Overall, it highlights how data-driven approaches are enabling urban regeneration decision-making to move beyond experience-based judgment toward more evidence-based and scientifically informed urban governance.

Dr. Chaowei XIAO
Remin University of China

Dr. Chaowei Xiao is an Associate Professor at the National Academy of Development and Strategies and Deputy Director of the Center for Urban Regeneration at Renmin University of China. He is also an Associate Professor at the School of Public Administration, Renmin University of China. He received his Ph.D. from the Department of Land Economy at the University of Cambridge. His research focuses on big data and urban governance, urban regeneration, territorial spatial planning, and infrastructure development along the Belt and Road.
