FRIDAY SEMINAR SERIES - Safe System Approach - The Future of Road Safety in Hong Kong
Ir Julian KWONG is a consultant in road safety engineering, audit and signage. He has been consultant to the United Nations, the Asian Development Bank, and mainland authorities on highway safety and design standards. Since 2015, Julian has undertaken RSA for a diversity of road projects in Hong Kong, ranging from major expressways and tunnels to transportation hubs, urban networks, and cycle tracks. He has also been an advocate in different areas of road safety and sustainability, namely lower urban speed limits, heritage preservation, and geodiversity conservation.
Despite substantial improvement over time, road safety problems remain a major hindrance for Hong Kong to become a truly modern city.
Whereas the Safe System Approach (SSA), or Vision Zero, has become the mainstream policy in many places, the concept is hardly known in Hong Kong. According to SSA, it is unacceptable that road-users are killed or seriously injured. Accordingly, the road transport system should be “forgiving” and “self-explaining” to be intrinsically safe.
In this presentation, Julian will highlight the inadequacies of current approaches and explain the urgency to incorporate SSA into Hong Kong’s future traffic and transport policy.
