Kelvin had been working in the Water Science Division of the Water Supplies Department for more than 30 years. He was mainly involved in the design of drinking water treatment process, establishment of the drinking water quality criteria, ascertaining the drinking water safety and coordinating relevant research and development studies related to emerging issues in the drinking water supply industry. Kelvin obtained his BSc degree in Chemistry from the University of Hong Kong and a MSc degree in Medical Biochemistry from the Brunel University. He was formerly the Chief Waterworks Chemist of the Water Supplies Department and is currently serving as a Project Assistant Secretary in the Development Bureau for matters related to drinking water safety.
Mr. CHOY joined the Hong Kong's first chemical waste treatment facility at Tsing Yi after graduating with a BSc degree in Chemistry from the University of Hong Kong in 1993. In 2000, he joined the Water Science Division of the Water Supplies Department as a waterworks chemist and later obtained his MSc degree in Environmental Science from the Hong Kong University of Science and Technology in 2002. Currently, he is the Chief Waterworks Chemist of WSD involving in developing system to monitor compliance of the quality targets and standards for raw water and drinking water in Hong Kong, He also coordinates research studies on emerging issues in the drinking water supply industry.
