Public-Private-Partnerships (PPPs) – the Good, the Bad and the Potential

This Seminar will start with an overview of the basics, origins and definitions of PPP; along with a scan of typical PPP needs, objectives and drivers; PPP types and their evolution. Pivotal questions underpinning critical PPP choices will be examined e.g., on: “Is a particular project suitable for PPP or not, If PPP, what type of PPP? How to select a ‘winning team’ for PPP? How to sustain a winning PPP Team?” Examples will be provided of common PPP strengths and weaknesses, as well as safeguards needed against frequently encountered risks in PPPs.

Snapshots from recent research and development will be provided from books and a PPP Research Roadmap; as well as recent Brainstorming Workshops and Webinars of CIB W122 on PPP and other bodies, including on ‘Accelerating Smart City and Sustainable Environment Development through Public Private Partnership (PPP)’; and also from a forthcoming book on PPP ‘Body of Knowledge’, a 2023 report to the UK Government on the need to ‘reset’ their PFI (Private Finance Initiative) equivalent of PPPs; and a set of recommendations on ‘the PPP Project Delivery Model’ for the Northern Metropolis, based on possible new PPP needs, as indicated in the 2023 Hong Kong Policy Address.

Ir Prof. Mohan M. Kumaraswamy
Honorary Professor, Department of Civil Engineering, The University of Hong Kong

Ir Prof. Mohan M. Kumaraswamy was previously in industry in Sri Lanka and Nigeria, then in full-time academia for 21 years at the University of Hong Kong (HKU). He is now an Honorary Professor at HKU and at the University of Moratuwa, Sri Lanka. He remains active in professional institutions and industry link bodies; and plays leading roles in international research bodies and editorial boards. e.g., as one of three Joint Co-ordinators of the CIB Working Commission W122 on Public Private Partnership; as a Specialty Editor of the ASCE Journal of Construction Engineering and Management; as Editor-in-Chief of the Journal of Built Environment Project and Asset Management (BEPAM); and as Editor-in-Chief of the Book Series on Domain-Specific Bodies of Knowledge in Project Management. He has led many research projects including some funded by the World Bank and published widely in international journals and conferences himself, while also an Adjudicator and Arbitrator.
