Communities today face intertwined risks from climate change, public health crises, and rapid social transformation, demanding more adaptive governance strategies. This presentation examines how integrating artificial intelligence with human expertise can strengthen resilience in practice. Drawing on experiments in major Chinese cities, it highlights how AI tools—when aligned with human judgment—enhance risk anticipation, resource allocation, and participatory decision-making. Rather than replacing human agency, AI serves as a complement, fostering institutional adaptability and public trust. The discussion emphasizes practical lessons for policymakers and urban leaders seeking to build robust, inclusive, and future-ready communities in China and beyond.
Professor Zhang currently serves as a Professor at the School of Government of Beijing Normal University, the founding Director of the Innovation Research Center for Risk Governance at BNU, and the Director of the Centre of Emergency Management and Humanitarian Action at the International Academy of the Red Cross. He also holds adjunct research and professorial positions at Tsinghua University, Soochow University, and other institutions. In addition, he is an Executive Director of the Sustainability Management Committee at the China Management Science Society (CMSS), Chairman of the China Social Enterprise and Impact Investment Forum (CSEIF), and a Board Member of the China Volunteer Service Federation, as well as Deputy Director of the Community Safety Committee at the China Society of Emergency Management (CSEM). He earned his Ph.D. in Public Administration from SPPM at Tsinghua University in 2004 as a member of the first cohort and was a Harvard-Yenching Scholar from 2011 to 2012. He has also accumulated extensive professional experience working in China’s governmental agencies.
