This presentation focuses on the use of Foresight for designing smart and sustainable futures. The presentation will begin with a short introduction of the Foresight concept. Foresight has been a well-recognized policy instrument for identifying emerging and evolving trends, weak signals and wild cards; exploring alternative futures; setting priorities for science, technology and innovation (STI) and developing strategies for long, medium and short terms. Most recent developments in the Foresight methodology will be discussed through novel combinations of quantitative and qualitative methods drawing on big data. Examples will be given on how Foresight has been used for designing futures for social, economic and ecological sustainability. Initial results of an on-going project will be presented to demonstrate research and policy avenues at the nexus of Digitalization, Sustainability and Circular Economy. Recent initiatives on Foresight and trend monitoring laboratories will be presented to show how higher education and research institutions, governments and industry set up early warning and anticipatory governance systems to formulate timely responses to expected and unexpected developments as well as grand challenges. The presentation will be rounded off with a discussion on opportunities for cooperation with HKUST and a Q&A session.

Professor Ozcan Saritas
National Research University Higher School of Economics (HSE), Moscow, Russia

Professor Ozcan Saritas (Ph.D.) is the Head of Laboratory for Science and Technology Studies at the National Research University Higher School of Economics (HSE), Moscow; Honorary Professor at Manchester Institute of Innovation Research, The University of Manchester; and Editor-in-chief of “Foresight” - the journal of futures studies, strategic thinking and policy. His research focuses upon innovation, policy and governance with particular emphasis on socio-economic and technological Foresight. With a PhD from the “Foresight and Prospective Studies Program,” Prof. Saritas has extensive work experience with the international organizations including the United Nations (UNESCO, UNIDO, UNCTAD, UNDP), OECD, and the European Commission. He has been involved in large scale national, multinational and corporate research and consultancy projects on sectors including Energy, Climate Change and Renewables, Agriculture and Food, Water Resources and Sustainability, Transportation and Automotive, Information and Communication Technologies among the others. He regularly publishes articles in leading journals in the field of Foresight; and delivers keynote speeches in respected conferences across the world. Besides his research and publication activities, Prof. Saritas designs and delivers academic and executive education courses on Foresight, Innovation Management and Strategic Planning. He has recently co-authored a book, entitled “Foresight for Science, Technology and Innovation” published by Springer, which has become one of the key readings in the field.
