The Implementation of the HKSAR Basic Law and the National Security Law under the Principle of ‘One Country, Two Systems’”
Introduction
The National Security Law (“NSL”) was introduced to HKSAR in June 2020, for the purpose of, amongst others, ensuring the resolute, full and faithful implementation of the principle of “One Country, Two Systems”. As the NSL has been put into practice for more than two years, where the Courts of HKSAR have applied the NSL and ruled on a number of NSL related cases, it may be time to make an overview on its implementation, together with that of HKSAR Basic Law, in light of the principle of “One Country, Two Systems”. Professor Zhu, one of the very experts in this subject, will share with us his observation and insight on this aspect.
About the speaker
ImageProfessor ZHU Guobin (朱國斌教授), BA, MA, LLM (RenminU), LLM (HKU), PhD & Habilitation (Aix-Marseille U), Visiting Scholar (Harvard & Columbia), is Professor of Law at School of Law of City University of Hong Kong, Director of Public Law and Human Rights Forum and Associate Director of Centre for Public Affair and Law of City University of Hong Kong. He is Guest/ Adjunct Professor at Shandong University, Wuhan University Law School and Qingdao University Law School. He is Titular Member of International Academy of Comparative Law, Standing Council Member of Chinese Association of the Hong Kong Basic Law and Macao Basic Law, Council Member of Chinese Association of Constitutional Law and Chinese Judicial Studies Association. He also serves as Advisor to Our Hong Kong Foundation.
Professor Zhu is specialised in Chinse and Comparative Constitutional Law, Hong Kong Basic Law, Chinese Human Rights Law, Comparative Law, and Chinese Public Administration.
