CNCC Research Seminar - Assessment and Optimization of China's ETS

ETS(carbon market)is an important policy tool for China to control carbon emissions, achieve carbon neutrality and address climate change with market-oriented policies. How about the effect of China's pilot ETS over the past ten years? The development of the national unified ETS is accelerating, how about the carbon price in China in the context of carbon neutrality? What are the challenges of the national ETS that need to be further improved and optimized? Based on the three principles of effectiveness, efficiency and consistency, a three-level multidimensional assessment index system will be constructed to conduct a multidimensional post-assessment of China's pilot ETS and carbon quota allocation methods. Then, the EEMD-BP-ELM-CHINAGEM integrated model is constructed to predict the trend of carbon price in China under carbon neutral scenario. Finally, the challenges faced by China's national ETS will be analyzed, and put forward corresponding policy suggestions based on the experience and lessons of China's pilot ETS and other carbon market construction in the world.

Shaozhou Qi is an economics professor in the Economics and Management School, director of Climate Change and Energy Economics Study Center (CCEE) and director of the Center for European Studies(CES), Wuhan University of China. He was awarded the State Council special allowance expert of China and the Jean-Monnet Chair Professor of European Union.

 

His research interests include carbon market (ETS), climate change and energy economics, international trade as well as climate policy assessment. He has published more than 100 research papers. He has also submitted more than 20 advisory reports and policy plans for national and regional governments. Professor Qi was the Reviewer of IPCC AR5 and the major author of the 4th National Assessment Report on Climate Change of China. Recently, he just completed the project of the National Key Research & Development Programs about the national ETS, the Partnership for Market Implementation (PMI) Project Proposal of Chian National ETS supported by the World Bank, the Collaborative Project on Climate Change Risk Assessment between China and the UK.

 

Prof. Qi now serves as the Vice President of China Society of World Economics (CSWE), President of Hubei Province Society of World Economics, the Vice President of Branch Society of European Economics of China European Society, Vice Chairman of Energy System Engineering Committee of China Energy Research Society. Prof.Qi was the Chairman of the Expert Committee of Hubei ETS Pilot and help Hubei province government to design the Hubei ETS pilot policy as the chief expert. He also serves the Wuhan Municipal Government as a Counselor for many years.
