Cross-Boundary Healthcare Initiatives

The Health Bureau of the HKSAR Government is committed to promoting cross-boundary healthcare collaboration to foster the complementary use of medical resources in the Guangdong-Hong Kong-Macao Greater Bay Area, enhance regional public health care standards, and facilitate cross-boundary medical services for local residents. Key initiatives among these include:

Pilot Scheme for Supporting Patients of Hospital Authority in Guangdong-Hong Kong-Macao Greater Bay Area:
With a view to enabling eligible patients of the Hospital Authority (HA), i.e. patients with scheduled follow-up appointments at designated Specialist Outpatient Clinics or Family Medicine Clinics of the HA, to choose to receive subsidised consultation services at the designated collaborating healthcare institution in the Guangdong-Hong Kong Macao Greater Bay Area (GBA): the University of Hong Kong-Shenzhen Hospital (HKU-SZH).

Pilot Scheme for Direct Cross-Boundary Ambulance Transfer in the Greater Bay Area:
Under the arrangement, patients participating in the Pilot Scheme will undergo professional medical assessment confirming they require continuous inpatient care, are in a relatively stable condition, but are unable to cross the border on their own and are unsuitable for transferring / hand-over between ambulances at existing border control points, a cross-boundary direct ambulance transfer can be arranged.

Elderly Health Care Voucher (EHCV) Greater Bay Area Pilot Scheme:
It aims to provide more convenience and flexibility for eligible Hong Kong elderly persons residing in Mainland cities in the GBA by providing more service point options for them to utilise EHCVs to meet their primary healthcare needs and improve health condition. Secondly, it is intended to allow eligible Hong Kong elderly persons to use their EHCVs for receiving dental services across the boundary at medical institutions in Shenzhen or even other Mainland cities in the GBA, with a view to addressing the pressing demand of Hong Kong elderly persons in seeking dental services.

eHealth "Cross-boundary Health Record" and "Personal Folder":
The "Cross-boundary Health Record" function enables eHealth users to apply for their electronic health records (eHRs) deposited in eHealth over the preceding three years and to authorise the healthcare professionals of designated medical institutions outside Hong Kong to access the eHRs during consultations to assist with diagnosis and treatment. In addition, users may deposit the medical records obtained outside Hong Kong in their personal eHealth accounts via the "Personal Folder" function to facilitate centralised storage and usage, including allowing authorised health care providers in Hong Kong to access through eHealth during follow-up care.
