Call for Proposals – Marine Ecology Enhancement Fund (MEEF) 2021/2022
In accordance with Condition 2.8 of the Environmental Permit No. EP-489/2014, the Airport Authority Hong Kong (AAHK) has established the Marine Ecology Enhancement Fund (MEEF) for the purpose of enhancing the marine environment for the benefit of marine ecology (including Chinese White Dolphins) and fisheries resources in the vicinity of the 3RS project area, in Hong Kong western waters and further afield into the Pearl River Estuary (PRE). Funding themes supported by the MEEF are summarised as follows:
- Environmental Education & Eco-tourism
- Marine Habitat & Resource Conservation & Enhancement
- Scientific Research & Studies
Eligibility
Non-profit making organisations (e.g. green groups, community bodies, academic institutions, etc.) are eligible to apply. Projects in general should be charitable in nature.
Vetting Criteria
- Project should fulfil the objectives for MEEF in at least one of the three themes;
- Project should be within the geographic area of focus of the MEEF;
- Project must be non-profit making in nature;
- an application will not be approved if the project leader already holds two MEEF Funded Projects (including existing projects and/ or newly approved projects);
- generally, requests for funding exceeding HK$1 million in a Financial Year will not be approved unless with good reason. Applicants requesting for funding exceeding HK$1 million in a Financial Year is reminded to provide detailed justification for MEEF Management Committee’s consideration.
Funding Limit
AAHK has allocated a total of HK$150 million into the MEEF. It is targeted to generate HK$6 million per year from the endowment arrangement. Funds may be granted for full or partial support of projects. There is no preset level of maximum funding limit for project.

Project Duration
- generally 1 year and the project should be conducted and completed within the same funded Financial Year for the MEEF (ie on or before 30 June of the subsequent year).
- application with duration more than 1 year (but not more than 3 years) or outside the normal funding Financial Year may write in the Application Form and will be considered on a case-by-case basis.
- all funded projects will be completed within 3 years
Application Procedure
Interested applicants please submit an Application Form to the Research Office on or before the internal deadline.
