Despite overall economic affluence, steady increase in wealth and wages, ample educational and training opportunities, high life expectancy and an efficient healthcare system, social disparity in Hong Kong has been worsening in recent years. Deteriorating housing affordability and social mobility are driving discontent. Infrastructure and public transport capacities have been stretched to their limit (until Covid-19 ended, temporarily, the large influx of visitors). Urban planning and land use fall behind social and economic needs. Innovation capability lags behind other cities in the region. Hong Kong has become a ‘constraint city’. There is real concern about its long-term sustainability in growth, quality of living and competitiveness.

Professor Anthony Cheung is currently Research Chair Professor of Public Administration with the Department of Asian and Policy Studies at The Education University of Hong Kong (EdUHK). He is also Adjunct Professor at the Division of Public Policy, The Hong Kong University of Science and Technology (HKUST). From 2008 to 2012, Professor Cheung was President of The Hong Kong Institute of Education (HKIEd), the predecessor of EdUHK. From 2012 to 2017, he was Secretary for Transport and Housing and Chairman of the Housing Authority.

Professor Loh is the Chief Development Strategist at The Hong Kong University of Science and Technology. She was Under Secretary for the Environment in the HKSAR Government (2012-17) and a Member of the Hong Kong Legislative Council (1992-97 and 1998-2000). She is currently a board member of the Robert HN Ho Family Foundation, board member of CDP Worldwide, board member of the Global Maritime Forum, member of the BASF Stakeholder Advisory Council, and an Advisor to the WYNG Master Award in photography. She also teaches a course on non-market risks at the Anderson School of Management, University of California at Los Angeles. She is a published author of many academic and popular works. Her expertise in environmental policy is well-known, including advising the World Health Organization and International Energy Agency on issues relating to air pollution and public health.

Dr Kris Hartley is currently an Assistant Professor with the Department of Asian and Policy Studies at The Education University of Hong Kong. He researches development policy in Asia with a focus on technology, innovation, and environment. He is also a Nonresident Fellow for Global Cities at the Chicago Council on Global Affairs and an Affiliated Scholar at the Center for Government Competitiveness at Seoul National University.

[About Policy Dialogue Series]

The Policy Dialogue Series is interactive and encourages the participation of the HKUST and EdUHK community. During the past two years, the Division of Public Policy (PPOL), Hong Kong University of Science and Technology (HKUST) and Department of Asian and Policy Studies (APS), The Education University of Hong Kong (EdUHK), have co-organized the Policy Dialogue Series featuring Professor Anthony Cheung (張炳良教授) as principal speaker. Currently Research Chair Professor of Public Administration in APS and an Adjunct Professor of HKUST PPOL, Professor Cheung is the former Secretary for Transport and Housing (2012-17) and former President of EdUHK (2008-12).

 

In the 2020-21 academic year, the two universities will cooperate again to host 6 new dialogue sessions. Professor Anthony Cheung will be joined by another professor (plus other speaker as appropriate) in the relevant field to explore some contemporary public policy challenges facing Hong Kong.

 

Due to the implementation of public health measures to reduce the spread of the COVID-19 virus on university campuses, the Policy Dialogue Series will adopt an online mode in Fall Term (2020-21 Academic Year) via zoom. If the situation allows in Spring Term (2020-21 Academic Year), an additional physical seminar will be held at HKUST/EdUHK campus. More details will be announced later. Please note that the arrangement is still subject to any final change depending on the pandemic development.
